Urban regimes in downtown Bogota (2008 - 2021). An analysis from residential structuring and restructuring

Abstract

There are characterizations of the geohistorical process of urban space production limited by the importation of uncritical concepts such as the political regimes of Fordism and post-Fordism (Harvey, 1989; Beuf, 2016). This paper aims to explore the category of urban regimes in the residential structuring and restructuring of downtown Bogotá. To this end, the inquiry will focus on Decree 492 of 2007, which adopts the Strategic Operation of Downtown Bogota, Zonal Plan of Downtown Bogota, which installs an agenda of socio-spatial recompositing in the center and is understood as a space of constant structuring. Based on a mixed working methodology, the study seeks the composition of the urban regimes of developmentalism and the peripheral neoliberal period in the central areas. Finally, it is concluded that the restructuring within the framework of the peripheral neoliberal regime has been intense in the construction of new residential areas. However, after ten years of its implementation in the center, it has not been able to solve problems such as the habitability of this area.
