This paper is an analysis of the concept of progressiveness as related to the housing programs supported by the government and which are meat for the low-income sector. The relationships between progressive housing and technological model, state policies, social symbolic models, social participation and beneficiary's income are studied. This is illustrated with the FUNDASAL experiences in El Salvador.
